In the spring of 2025, the City of Imlay City established the Neighborhood Improvement Authority (NIA). TheNIA intends to focus revenue captured from this district to investments to create a viable, attractive environment for business development and residential living within the City. This version of the plan is intended to be implemented over the next 30 years. By using revenue from captured tax increment revenue in accordance with Public Act 57 of 2018 - Part 8 (the act recodified most of Michigan statutes related to tax increment financing authorities including Public 197 of 1975, which governed NIA), the NIA intends to undertake projects that will help facilitate enhancing property values, revitalize neighborhoods, grow residential development, promote economic growth, and foster community engagement in the district.
